Towing Company with a Dirty History

Specialty Towing is no stranger to controversy. The company was already under investigation by City Attorney David Chiu for alleged illegal towing practices. Their affiliate, Auto Towing, had been infamous for towing cars without permission, then making it extremely difficult for owners to retrieve their vehicles. According to Chiu, “Auto Towing also made it difficult for vehicle owners to retrieve their vehicles, restricted the hours when vehicles could be retrieved, and pressured vehicle owners to pay in cash.”

Legal Consequences Unfolding

In a bombshell move, Auto Towing was banned from municipal contracts for five years owing to “predatory behavior” and “unfair business practices.” Owners Jose Vicente Badillo and Jessica Elizabeth Najarro are now facing charges including mail fraud, wire fraud, and money laundering. They allegedly defrauded an insurance company by submitting a fraudulent claim which led to a $34,037.48 reimbursement. Currently, both are out on $50,000 bonds awaiting an arraignment.

The FBI didn’t stop at Specialty Towing. Agents also searched other locations linked to the company, including offices on Franklin Street and Lane Street, extending the investigation’s breadth.

A History of Scamming and Fraud

The owners of Specialty Towing, Badillo and Abigail Fuentes, aren’t new to illegal activities. Badillo was banned from operating towing businesses back in 2017 but found a way around it by using Fuentes. Together, they’ve operated three towing companies and are involved in various civil and criminal welfare fraud cases. Despite having an annual gross income of over $2 million, they reportedly defrauded multiple benefits programs and own lavish properties and luxury vehicles, including a Lamborghini.

Community Outcry and Legal Actions

Local business owners and residents of San Francisco are not silent about the predatory nature of these businesses. Annie Ko, a local business owner, said, “Their reputation is not the best, because they have been taking up the majority of the spots with their tow trucks.”

Specialty Towing found themselves in the limelight for the wrong reasons back in April when a viral video surfaced showing a tow truck driver trying to tow a car at a red light. This incident drew further public and legal scrutiny.

City’s Response

City Attorney David Chiu stated, “Fuentes and Badillo have demonstrated a clear pattern of predatory behavior designed to enrich themselves at the expense of the most vulnerable among us.” As a result, they are barred from receiving public funds and contracts, hoping this will bring some level of justice to the residents.
